Building Safety Act 2022

The Building Safety Act 2022 introduces significant changes to the way higher-risk buildings are designed, constructed, and managed, placing clear legal duties on dutyholders to ensure the safety of residents and building users. At NMC Building Safety, we provide specialist guidance to help clients understand and comply with their responsibilities under the Act. High-Rise Residential Building Registration

Support the Principal Accountable Person (PAP) with compliance relating to HRB registration requirements, including:

  • Verification of High-Rise Residential Building status.

  • Identification of Principal Accountable Person(s) and Accountable Person(s).

  • Facilitation of HRB registration with the Building Safety Regulator (BSR) on behalf of the PAP.

Support the development, implementation and maintenance of a compliant Resident Engagement Strategy, including:

  • Development of Resident Engagement Strategy documents.

  • Demographic surveys and resident profiling initiatives.

  • Development of complaints and feedback procedures.

  • Creation of supporting policies and management procedures.

  • Training and support for on-site management teams.

  • Analysis of resident feedback and demographic survey outcomes.

  • Support with implementation and ongoing review of engagement activities.

  • Accessibility and vulnerable resident considerations.

Mandatory Occurrence Reporting

Support the implementation and operation of a compliant Mandatory Occurrence Reporting system, including:

  • Creation of resident and building-user reporting materials.​

  • Development of Mandatory Occurrence Reporting procedures.

  • Creation and implementation of an online reporting platform

  • Development of incident triage and escalation procedures.

  • Creation of investigation and record-keeping processes.

  • Staff training and awareness sessions.

  • Support with reporting requirements to the Building Safety Regulator.

  •  Ongoing review and auditing of reporting arrangements.

Structural Risk Assessment

Support the procurement and management of structural risk assessments, including:

  • Appointment and coordination of suitably competent structural engineers.

  • Collation and review of existing structural information and documentation.

  • Development of supporting management procedures.

  • Training and awareness sessions for management teams.

  • Coordination and monitoring of recommended actions.

  • Integration of structural safety information within the Safety Case and Safety Case Report.

Building Safety Case and Safety Case Report

Support the development and maintenance of a compliant Building Safety Case and Safety Case Report, including:

 

  • Coordination of competent consultants to prepare a Safety Case Report in accordance with Building Safety Act requirements.

  • Collation and management of supporting evidence and documentation.

  • Review of existing control measures and demonstration of risk reduction.

  • Development of building safety management arrangements.

  • Ongoing review and maintenance of the Safety Case and supporting documentation.

Building Assessment Certificate Support

Support the Building Assessment Certificate process, including:

 

  • Readiness reviews and compliance assessments.

  • Collation and preparation of submission documentation.

  • Management of submissions of the three key elements requested for application;

      - Safety Case Report

      - Resident Engagement Strategy

      - Mandatory Occurrence Reporting system

  • Liaison with the Building Safety Regulator and assigned Regulatory Lead,including online or in person meetings.

  • Management of requests for additional information, including inspections and evidence requests.

  • Coordination with third-party consultants and stakeholders.

  • Assistance with regulatory appeals where required.

Golden Thread Information Management

Support the development and maintenance of a compliant Golden Thread information system, including:

  • Review and gap analysis of existing building information.

  • Development of a Golden Thread information management strategy.

  • Creation of information governance and document control procedures.

  • Establishment of digital information management structures.

  • Collation, verification and organisation of required building information.

  • Support with implementation and ongoing maintenance of Golden Thread requirements.

  • Periodic reviews to ensure information remains accurate, accessible and up to date.

Support the establishment and maintenance of effective building safety governance arrangements, including:

  • Development of PAP and Accountable Person governance frameworks.

  • Creation of compliance monitoring systems.
